Offers a low cost tool lending library, that has over 5,000 tools. Yearly membership is offered on a sliding scale, based upon income (up to $40 a year). The only restrictions to become a member is to live in Franklin County and own your home or have permission from the property owner (no income restrictions). They also offer free home repair and maintenance to income-eligible seniors and people with disabilities.

ECHO assists in a variety of ways including housekeeping, money management, transportation, and serves as a friendly face to support and encourage people with developmental disabilities to make their own decisions.
