Eligibility
All New Yorkers should get tested for COVID-19. Tests are fast, simple, and free and you will not be asked about your immigration status. Remember that COVID-19 testing and care services are not a public benefit under the public charge rule.
How To Get tested
Testing sites: Look for testing sites near your home at my.castlighthealth.com/corona-virus-testing-sites or text “COVID TEST” to 855-48.
At-home testing: At-home testing for COVID-19 is now available to all immunocompromised New Yorkers and those ages 65 and older. To schedule an in-home appointment, call (929) 298-9400 between 9:00 AM and 7:00 PM (7 days a week). For free USPS test kits, make an order at covidtests.gov.

System helps doctors and patients find locations for COVID-19 outpatient treatment.
Use of monoclonal antibody treatments could help reduce need for hospitalization in high-risk patients
A web-based COVID-19 outpatient treatment locator maintained by the U.S. Department of Health and Human Services (HHS) is now available to assist healthcare providers and patients in finding potential locations for treatment with monoclonal antibody therapeutics.
These medicines are authorized for emergency use in treating patients with mild or moderate COVID-19 who are at high risk of developing severe symptoms and requiring hospitalization.

The Coalition’s First Step Job Training Program was launched in 1991 to give homeless and low-income women the training, social support, education, and work experience they need to overcome those obstacles, empowering them to build a better life for themselves and their families.
First Step offers six 14-week classes serving roughly 200 women per year. Their innovative curriculum includes over 100 hours of computer instruction, along with literacy workshops, communication, and interpersonal skills development, and other hands-on activities that give students a thorough and practical understanding of the job market and workplace.
First Step also places students in internships with major corporations or non-profit organizations and offers ongoing mentoring by experienced professionals.

NYC Food Delivery Assistance During the COVID-19 Public Health Crisis

If you cannot go out to get food, no one can bring you food, and you are not able to use private delivery options, New York City will deliver emergency meals to you. As the City continues to recover and reopen, the COVID emergency food programs are transitioning to recovery programming.
Services
-The maximum number of people the service will deliver to each household is 2.
-Each delivery will contain 9 meals per person, but no household will receive more than 18 meals per delivery
-All orders will be delivered within four days of the order date.
How to Sign Up
-Create an account here. Read and answer all the questions about your food request.
-Confirm your sign-up by email and proceed to answer qualifying questions.
-Enter your contact information, select your food order, and enter the delivery address.
An estimated first and last delivery date will be given.

Get Certified:
– Become certified 30-45 days after your application and start using your benefits
– Receive an EBT card that you will use at select stores or online websites like Amazon and Walmart
– Keep using your benefits for the time you have been certified (usually a year). Two months prior to the end of the certification period, you will get a mail with documents asking you to recertify
SNAP Cash Benefits
SNAP cash benefit varies per family. For households with net income, the monthly SNAP benefit will equal the maximum benefit for that household size minus the household’s expected contribution of 30 percent of its net income. Approved Food and Products
– To see the list of approved foods and products you have access to with SNAP visit fns.usda.gov/snap/eligible-food-items
– Examples are fruits and vegetables, meat, poultry, fish, dairy products, breads and cereals, other foods such as snack foods and non-alcoholic beverages, and seeds and plants, which produce food for the household to eat.

Housing Court Answers Link
The One-Shot Deal is an emergency assistance program designed to meet the urgent needs of low-income New Yorkers. This assistance can be used to cover a number of situations like rental assistance to prevent or forestall an eviction.
Eligibility
All New Yorkers in need are eligible and the approval for your request is done in a case-by-case approach. You do not have to be a Public Assistance recipient to receive a one-shot deal. You may apply for a one-shot deal even if you have had one in the past.
It is important that you provide documentation supporting your urgent need for assistance (like losing your job due to COVID impacts). In addition if applicable evidence of:
• Utilization of available resources to avoid arrears
• Affordability of housing (you must be earning more than your monthly payment rent)
• Consideration of any special at-risk factors such as disability
• A viable future plan to pay the rent going forward

Repay
Most one-shot deals will have to be paid back gradually through regular monthly payments. This is generally not the case if you are receiving SSI disability benefits.
Application
You must submit an application on ACCESS HRA. Follow the application instructions of this handout on the second page.

Approval
Depending on the urgency of the case, it can take 30-45 days to receive a decision once all documents have been subsmitted. If you do not receive a decision after 30-45 days or before a pay date, you can check case status on ACCESS HRA or call HRA InfoLine for information at (718) 557-1399.

A public charge is defined as an alien who has received one or more public benefits, for more than 12 months within any 36-month period. Examples of public benefits are Supplemental Security Income, Temporary Assistance for Needy Families, Public Housing, Federally funded Medicaid (with certain exclusions) etc.
USCIS (United States Citizenship & Immigration Services) stopped applying the Public Charge Final Rule to all pending applications and petitions on March 9, 2021. USCIS removed content related to the vacated 2019 Public Charge Final Rule from the affected USCIS forms and has posted updated versions of affected forms.

The Home Energy Assistance Program (HEAP) helps low-income people pay the cost of heating or cooling their homes. HEAP runs different benefit programs that will pay for: fuel, your utility source, equipment, and/or repairs depending on your needs. As a household, you could either apply for regular or emergency HEAP benefits. Remember, you may still be able to receive benefits even if your heat is included in your rent.
Eligibility
The eligibility criteria vary by program. Generally, criteria are based on:
-Household income
-US Citizenship or satisfactory immigration status

HEAP programs
–Regular HEAP benefit: a one-time supplement to your annual energy costs. The base amount of money given depends on your living situation. Find more information at otda.ny.gov/programs/heap.
–Emergency HEAP benefit: Emergency benefits are available if your heat has been turned off or is in danger of being turned off. The Emergency HEAP benefit opens January 3, 2022 and closes March 15, 2022 or until funds run out.
–Cooling assistance: The Cooling Assistance benefit helps eligible households buy and install an air conditioner or fan up to a cost of $800. The program opens May 2, 2022. Applicants are only eligible for a Cooling Assistance benefit once every five years. For more information call the HEAP Conference Line at 212-331-3126 or apply with your HEAP local district contact in NYC.
–Utility Assistance Program (UAP) (once the link opens scroll down): UAP assists families or individuals who are elderly, blind, disabled, mentally impaired or those residing in a neglected or hazardous environment who require financial assistance for their energy bills. Contact the Heat Line if you are having trouble paying your utilities bill calling to (212) 331-3150. Here are some other situations that may make you eligible for cash assistance.
–One Shot Deal- Cash Assistance Program: Starting December 31st, 2021, the One Shot Deal Program provides emergency assistance grants if you get a utility shut-off notice. To help pay utility expenses owed, visit access HRA and select one-shot deal at the top of the page.

The Mount Sinai Medical-Legal Partnership (MSMLP) arranges for free legal services to the Mount Sinai Health System’s most vulnerable and needy patients to prevent and remedy the legal and social issues that often contribute to poor health.
Mount Sinai integrates lawyers into the health care team to address unmet legal needs that may be affecting a patient’s health. The most common cases relate to income maintenance, housing, education and employment, legal status, and personal and family stability.
