Child Care Programs (0-5 years old)

Early Learn provides a number of free or low-cost programs for families that qualify for children from birth to two years old. NYC Early Education offers public preschool for children from ages 3-5.
 
Eligibility
– New York City resident.
– For Early Learn qualification is based on income and/or other factors.
– See more at schools.nyc.gov/enrollment/enroll-grade-by-grade/earlylearn-nyc
3K: 3 years old by 12/31/2023 | 4-K: 4 years old by 12/31/2023 | Kindergarten: 5 years old by 12/31/2023.
– All programs have priority to attend programs in their own districts.
 
How to Apply
Early Learn (6-weeks to 2 years old)
— Visit myschools.nyc to find an infant and toddler program near you.
— For Early Head Start (6 weeks to 4 years old), apply directly through the program.
— For other Extended Day/Year Infant/Toddler options, you must apply directly through the program. All new applications and recertifications should be emailed to CCapplication@schools.nyc.gov.

3-K and Pre-K admissions is not first come, first served! You can make changes to your application any time before the deadline.

The Day Care Council of NYC is an organization that works to connect parents to day care centers near them, while also working with day care providers themselves to assist in the development of quality child care. They also assist with information about ACS vouchers. Find a childcare center near your home on the DCCNYC database.

Childcare Funding (Voucher for Subsidized Childcare)

Child care vouchers help cover the cost of child care for children 6 weeks to 13 years old. Children with disabilities up to 18 years old are also covered. Funding for vouchers is extremely limited, and the wait for a voucher can be very long.
 
Eligibility
Children currently on the Voucher Waitlist may be eligible for Special Childcare Funding (SCCF). The Voucher Waitlist eligibility is based on:

Social Guidelines/Other Needs
— You are enrolled in an approved training or educational program, or looking for work. If two parents, same criteria applies for both
— You are ill or incapacitated
— Your child or family is receiving services from either ACS or Human Resources Administration (HRA)
— You must be absent from your home, leaving your child(ren) without supervision

How to Apply
— If a family is interested in applying for a low-income child care assistance voucher, they should complete the Childcare Contact Link and submit it to the Administration for Children’s Services (ACS) according to the directions on the form.
— ACS invites families with children on the Voucher Waitlist to apply for SCCF based on available funding and length of time a child has been on the waitlist. Once a parent receives the SCCF-1 letter and the accompanying SCCF application, s/he must complete and submit both parts of the application with the required documentation.
— Parents must mail all documents along with the application to: NYC ACS, ATTN: SCCF Unit, 66 John Street, 7th Floor, New York, NY 10038. Parents may also scan and email applications to SCCF@acs.nyc.gov
 
Assistance with Payment with Special Needs Care
Use this form if you are a Parent or Guardian who currently receives an ACS voucher and you are interested in requesting a Special Needs payment rate.

Based on your income, childcare can be free to low cost with a childcare subsidy. Use the ACS Eligibility Wizard to see if you qualify by visiting

To apply for an ACS childcare subsidy, the application and a list of other forms you will need to complete can be found here: https://on.nyc.gov/2KYia3W. Submit applications to an approved ACS funded childcare provider. You must submit three months of consecutive pay stubs in order to verify employment. If you cannot, your employer can complete the “Referral to Employer for Income Information” form.
