Cooling Centers

 

Cooling Centers: When the heat index, which is an estimate of how it feels when air temperature and humidity are combined, is predicted to be dangerously high, New York City opens cooling centers in air-conditioned facilities to offer people relief from the heat. If you are outside and feeling discomfort, find a cooling center near you. Check NYC’s daily heat index here.

This program is available to income-qualified adults aged 60 and older who receive certain benefits including but not limited to Medicaid and Supplemental Nutrition Assistance Program (SNAP), or live in subsidized housing.
 
See if you are eligible by completing an online eligibility form or by calling 3-1-1.
 
If you cannot access the form or have any trouble with it, you can call 3-1-1 and select the prompt for Get Cool NYC Program. A live agent will conduct the eligibility form over the phone.
 
After submitting the form, your information will be checked for eligibility. If you are eligible, you will get a follow-up call to enroll them in the program. Online forms that are left incomplete will not be considered. Ineligible New Yorkers will not be contacted.
 
If you are under 60, see the Cooling Assistance Program by the Home Energy Assistance Program (HEAP) or call 212-331-3126 and get connected with an operator.

To report mold or a leak in your apartment and initiate the Mold Busters process, call the Customer Contact Center (CCC) at 718-707-7771 or use the MyNYCHA app.

 

Do not call the OCC unless you have first contacted NYCHA regarding a particular mold or leak problem and are dissatisfied with NYCHA’s performance.

 
The Court has appointed César de Castro as the Ombudsperson to consider complaints from Residents if NYCHA fails to comply with that order. Mr. de Castro will address NYCHA residents’ complaints about leak, mold and excess moisture repair orders. Find more information here.

If you’re an eligible low-income homeowner, you can get an annual, non-refundable credit of $115.89 through the Home Water Assistance Program (HWAP). You do not have to enroll in the Home Water Assistance Program.
 
If you’re an eligible homeowner, you will automatically get a credit on your water and sewer account. A credit for $115.89 will appear on the first DEP bill received after the credit is applied. The transaction will be labeled “NYC Home Water Assistance Credit.”

The Home Energy Assistance Program (HEAP) helps low-income people pay the cost of heating or cooling their homes. HEAP runs different benefit programs that will pay for: fuel, your utility source, equipment, and/or repairs depending on your needs. As a household, you could either apply for regular or emergency HEAP benefits. Remember, you may still be able to receive benefits even if your heat is included in your rent.
 
Eligibility
The eligibility criteria vary by program. Generally, criteria are based on:
-Household income
-US Citizenship or satisfactory immigration status
 
Find about your eligibility in the Energy Assistance website or call the HEAP Infoline at 800-692-0557.
 
HEAP programs
 
Regular HEAP benefit: a one-time supplement to your annual energy costs. The base amount of money given depends on your living situation. Find more information at otda.ny.gov/programs/heap.
 
Emergency HEAP benefit: Emergency benefits are available if your heat has been turned off or is in danger of being turned off. The Emergency HEAP benefit opens January 3, 2022 and closes March 15, 2022 or until funds run out.
 
Cooling assistance: The Cooling Assistance benefit helps eligible households buy and install an air conditioner or fan up to a cost of $800. The program opens May 2, 2022. Applicants are only eligible for a Cooling Assistance benefit once every five years. For more information call the HEAP Conference Line at 212-331-3126 or apply with your HEAP local district contact in NYC.
 
Utility Assistance Program (UAP) (once the link opens scroll down): UAP assists families or individuals who are elderly, blind, disabled, mentally impaired or those residing in a neglected or hazardous environment who require financial assistance for their energy bills. Contact the Heat Line if you are having trouble paying your utilities bill calling to (212) 331-3150. Here are some other situations that may make you eligible for cash assistance.
 
One Shot Deal- Cash Assistance Program: Starting December 31st, 2021, the One Shot Deal Program provides emergency assistance grants if you get a utility shut-off notice. To help pay utility expenses owed, visit access HRA and select one-shot deal at the top of the page.

Pediatricians Refer Their Patients at the CIR database.
 
The NYC Healthy Neighborhoods Program (HNP) can help children and adults with asthma by identifying asthma triggers in their home and finding ways to avoid them. HNP provides free home assessments to children and adults who have reported the presence of pests at home and who have been diagnosed with persistent asthma by a health care provider. HNP serves all residents of NYC.
 
To get a home assessment a health care provider should refer you to the HNP. Pediatricians should refer their patients through the Citywide Immunization Registry (CIR).
 
You can print out this Asthma Referral Form (PDF) and give it to your health care provider during your next visit. More information here.
 

El Programa de Vecinos Saludables (HNP por sus siglas en inglés) ayuda a niños y adultos con asma identificando desecandenantes en el hogar y la manera de evitarlos. COVID-19 update: LSA is doing virtual home asthma visits to all eligible families. The CHW will call the family to set up a session using a video conference platform of their choice. During the first session, the CHW will provide asthma education and also virtually assess the apartment for environmental triggers.
 
If any environmental triggers are present the CHW will coach the family on how to reduce them.
The CHW can reach out to the landlords on behalf of the family if there is a condition like mold or severe water damage in the home.
 
LSA is still providing mattress covers and other material to families; families just have to come to the LSA building to pick them up.

 
The free environmental health program by the LSA Family Health Services helps identify and reduce the asthma triggers in your home with a free home visit. When you agree to an appointment with a home visit, LSA will provide advocacy, education and a plan to control pests in your home (cockroaches, mice, mold, bed bugs, and others) in affiliation with other organizations for an integrated pest management (IPM) strategy. At LSA, community health workers are bilingual and can speak English and Spanish. To sign up for services contact the Asthma Program at (646) 672-5254. COVID-19 Update: Stay Healthy While Staying Home. New Yorkers are spending more time at home during the COVID-19 outbreak. If you have asthma, be aware of asthma triggers (PDF) in your home and how to avoid them.
The Healthy Neighborhoods Program is not inspecting homes at this time, but it is accepting referrals from health care providers through the Citywide Immunization Registry and by fax (PDF). We will schedule appointments when inspections resume. More info here.

The Region 2 Pediatric Environmental Health Specialty Unit (PEHSU) is a Center of Excellence at the Icahn School of Medicine at Mount Sinai serving New Jersey, New York, Puerto Rico, and the U.S. Virgin Islands.
 
PEHSU is dedicated to protecting children from environmental hazards, and improving awareness of children’s health issues, especially chronic, low-level exposures to air and water pollution, heavy metals such as lead and mercury, asthma triggers such as mold, pesticides, and chemicals in consumer products.

The Regional Lead Treatment and Prevention Center at Montefiore offers to patients a combination of educational, environmental, nutritional, and medical interventions, including in-hospital chelation therapy according to the degree of lead poisoning.

The City provides information about preventing lead poisoning. Through the Lead Poisoning Prevention Program, the City provides services to pregnant women, teens, and children, including:
 
► Referrals to health care providers to get a blood lead test.
► Case coordination, home inspections, and other services for lead-poisoned children.
Training and workshops
 
Safe Lead Paint Removal: New York City law requires that the repair of lead paint hazards be done by trained workers using safe work practices. Dry sanding and dry scraping are not allowed. Building owners and tenants can get more information about safe work practices and training requirements. Learn about lead removal. Call 311 for assistance.

The mission of NYS CEHC (or “NYSCHECK”) is to prevent, diagnose, and treat environmentally related conditions for families across New York State, and is the first state-based model for pediatric environmental health services in the country.
 
Main areas of work: clinical consultations, screening families for environmental health hazards, education and training to the healthcare community, promote programs and policies to protect children, community partnerships.
 

Prescriptions for Prevention: The NYSCEHC in collaboration with environmental pediatricians and partners created the “Prescriptions for Prevention”. The Rxs for Prevention provide guidance and advice for New York families to address common environmental health concerns such as safe disinfecting at home, lead, secondhand smoke, mold, and radon. La misión de los Centros de Salud Ambiental para Niños del Estado de Nueva York (NYS CEHC por sus siglas en inglés) es prevenir, diagnosticar, y tratar condiciones de salud relacionadas con el ambiente en las familias del estado de Nueva York. NYS CEHC es el primer modelo estatal de servicios para la salud ambiental en niños en los EE.UU.
 
Las principales áreas de trabajo son: consultas clínicas, tamizaje de riesgos para la salud ambiental, educación de la comunidad.

If someone has been potentially exposed to a poison and is awake and alert, you should call the NYC Poison Control Center immediately, even if there are no symptoms of poisoning. For ingested poisons, do not try to make the person throw up. If the person is unconscious, convulsing, having seizures or having trouble breathing call 911.

 

El Centro de Toxicología de la ciudad de Nueva York ofrece ayuda instantánea a padres de familia quienes sospechan que su hijo ha sufrido una intoxication.
 
Si alguien potencialmente estuvo expuesto a un tóxico o veneno, y está consciente y alerta, llame al Centro de Toxicología inmediatamente aún si la persona no presenta síntomas de envenenamiento.

Gas Leakage

A strange odor in the home can be indicative of gas leakage. Act fast even when in doubt.
 
Signs of a gas leak
► Smelling a distinctive, strong odor similar to rotten eggs.
► Seeing a white cloud, mist, fog, bubbles in standing water, blowing dust, or vegetation that appears to be dead or dying for no reason.
► Hearing roaring, hissing, or whistling.
 
If you suspect that a gas leak has occurred, take the following actions
► Quickly open nearby doors and windows and then leave the building immediately: do not attempt to locate the leak.
► Do not turn on or off any electrical appliances
► Do not smoke or light matches or lighters
► Do not use a house-phone or cell-phone within the building
► After leaving the building, from a safe distance away from the building, call 911 immediately to report the suspected gas leak;
► After calling 911, call the gas service provider for this building.

If There is a Fire
► Do not try to fight the fire yourself.
► Get out and stay out. Do not try to gather personal possessions.
► Close the door on your way out.
► If smoke is present, exit as low to the ground as possible and keep your mouth covered.
► Call 911 once you reach a safe location.
►If any part of you or your clothing catches fire, do not run or try to put out the fire with your hands. Cover your face with your hands and drop to the ground and roll over and over.

Emergency Relocation Services
The Emergency Housing Services (EHS) unit provides emergency relocation services and rehousing assistance to households who have been displaced from their homes as a result of fires or city-issued vacate orders. Displaced households are placed in family centers and single-room-occupancy hotels in Manhattan, Bronx, Brooklyn, and Queens. Call 212-863-8561 for rehousing assistance. Learn more here.

A disaster is an occurrence disrupting the normal conditions of existence and causing a level of suffering that exceeds the capacity of adjustment of the affected community. Some examples are nor’easters, severe storms with flooding, and power outages.

Disaster Relief Resources and Temporary Sheltering Assistance
► You can apply online or with the FEMA App to manage your disaster application. Your Social Security Number (SSN) is required.
► If you are eligible for Transitional Sheltering Assistance, FEMA will pay the cost to stay in certain lodging providers for a limited period. Costs covered are for the cost of the room and taxes, and any other expenses are not included. Search the list of participating locations to see if they have availability in the area you have selected.

Disaster Unemployment Assistance
DUA is a federal program that provides payments to people in a federally declared disaster area who have lost work or income as a direct result of the disaster. You must first file for regular Unemployment Insurance by calling the NYS Department of Labor at 888-209-8124.
