The Pennsylvania Low Income Home Energy Assistance Program (LIHEAP) helps low income people pay their heating bills through energy assistance grants. People need not have an unpaid bill to receive energy assistance. People can receive this money without being on welfare. For more information call 1-866-857-7095.

The Low-Income Household Water Assistance Program (LIHWAP) is a temporary emergency program to help low-income families pay overdue water bills. LIHWAP is a grant. You do not have to repay it.LIHWAP crisis grants may be available if you have an emergency situation and are in jeopardy of losing your water service.
