Utility Assistance Programs

Plumbers to People (San Antonio Water System)
If you are having trouble paying your water bill, the Uplift Program is available to help ease the burden of utility costs for qualifying customers.
To be eligible for Uplift you must:

  • Be a SAWS residential account holder.
  • Meet income requirements.
  • Complete the Uplift application.

Project Agua (San Antonio Water System)
San Antonio Water System established Project Agua in 2000 to provide twice-yearly payment assistance to residential SAWS customers who are having difficulty paying their water bill and who meet the Federal Income Assistance Guidelines.

Eligibility requirements are determined by the City of San Antonio Department of Human Services .

Project REAP (CPS Energy)
This program provides help to pay energy bills for customers who qualify for assistance.

To qualify for REAP you must:

  • Have income at or below 125% of federal poverty guidelines and be experiencing financial hardship.
  • Be elderly, handicapped, have small children in your home, or require critical-care equipment.
  • Be a resident of San Antonio or Bexar County.
