Early Childhood Education and Development

Early Intervention/Birth to Three

Provides developmental assessments and services (including speech, physical, and occupational therapy and educational programs) for children under age 3 who may be behind in development. Referrals are accepted from concerned families, health care providers, school employees, and other social service programs.

Early Intervention (3-5)

Provides developmental assessments and services (including speech, physical, and occupational therapy and educational programs) for children 3-5 who may be behind in development. Referrals are accepted from concerned families, health care providers, school employees, and other social service programs. This program is administered within individual school districts.

Head Start (3-5), Early Head Start (0-3), and Early Childhood Education and Assistance Program (3-5)

Offers free (Head Start) and reduced cost (ECEAP) early learning, child care, and family support. If you do not qualify for Head Start, you may qualify for the Early Childhood Education and Assistance Program (ECEAP.)

Partnerships for Action, Voices for Empowerment (PAVE)

Provides support, information, and resources related to special education for children 0-5. Resources include sample IEP letters, questions to ask teachers and professionals, and legal resources for families and caregivers with children impacted by disabilities.
